Acting on the motion of petitioner for reconsideration of the resolution of 19 April 1999 which denied the petition for review on certiorari for lack of a clearly legible duplicate original or certified true copy of the Court of Appeals' decision, the Court RESOLVES to DENY the same with FINALITY, no compelling reason having been adduced to warrant the reconsideration sought.
