Acting on the motion of petitioner for reconsideration of the resolution of 24 March 1999 which dismissed the petition for certiorari for late filing and payment of the prescribed legal fees as well as for lack of sufficient showing that the assailed judgment is tainted with grave abuse of discretion, the Court RESOLVES to DENY the same with FINALITY, neither compelling reason nor substantial argument having been adduced to warrant the reconsideration sought.
