Acting on the motion of petitioners for reconsideration of the resolution of 14 April 1999 (not 7 August 1999) which denied the petition for review on certiorari for lack of certification on non-forum shopping under oath and duly executed by petitioners themselves, with attached certification against forum shopping, the Court RESOLVES to DENY the motion with FINALITY, no compelling reason having been adduced to warrant the reconsideration sought.
