Acting on the motion of petitioner for reconsideration of the resolution of 21 April 1999 which dismissed the petition for certiorari for late filing and payment of the prescribed legal fees, the Court RESOLVES to DENY the same with FINALITY, no compelling reason having bee adduced to warrant the reconsideration sought.
