Acting on the motion of petitioners for reconsideration of the resolution of 28 April 1999 which dismissed the petition for certiorari for being a wrong remedy, late filing and lack of duplicate original or certified true copies of the questioned resolution of the Court of Appeals, the Court RESOLVES to DENY the same with FINALITY, no substantial argument having been adduced to warrant the reconsideration sought.
