Acting on the motion of petitioners for reconsideration of the resolution of 17 May 1999 which dismissed the petition for certiorari for lack of compelling reason to warrant petitioners' disregard of judicial hierarchy and for this Court to assume jurisdiction over the case in the first instance, the Court RESOLVES to DENY the motion with FINALITY, no compelling reason having been adduced to warrant the reconsideration sought.
