Acting on the petition for certiorari dated 09 July 1999, the Court RESOLVES to DISMISS the petition, there being no showing of special and important reasons or of exceptional and compelling circumstance to warrant petitioner's disregard of judicial hierarchy in accordance with Section 4, Rule 65, of the 1997 Rules of Civil Procedure, as amended and for this Court to assume jurisdiction over the case in the first instance.
