Acting on the motion of petitioner for reconsideration of the resolution of November 18, 1998 which denied the petition for review on certiorari for failure to submit a written explanation of non-personal service of copies of the petition on respondents as required by Section 11, Rule 13 in relation to Section 3, Rule 45 and Section 5, Rule 56 of the 1997 Rules of Civil Procedure as amended, the Court RESOLVES to DENT the same with FINALITY, no compelling reason having been adduced to warrant the reconsideration sought.
