Acting on the motion of complainant for reconsideration of the resolution of 7 July 1999 which dismissed the administrative complaint without prejudice to its refiling should the decision of the Court of Appeals so warrant, the Court RESOLVES to DENY the motion with FINALITY, no substantial argument having been adduced to warrant the reconsideration sought.
