THE 1999 REVISED INTERNAL RULES OF THE CA

Gentlemen:
Quoted hereunder, for your information, is a resolution of this Court dated JAN 25 2000.
A.M. No. 99-10-39-CA (The 1999 Revised Internal Rules of the Court of Appeals.)
The Court Resolved to APPROVE the recommendations of the Committee on the Revision of the Rules of Court (item IV of the letter of 10 January 2000 of Mr. Justice Reynato S. Puno, Chairman, Committee) and conformably therewith the 1999 Internal Rules of the Court of Appeals is hereby RETURNED to the Court of Appeals with the directive that said Court should review and rewrite the said 1999 Internal Rules of the Court of Appeals to meet or respond to the following observations of the Committee:
. . . (1) the IRCA should remove the provisions of the Rules of Court as this is an unnecessary exercise; (2) it should address delay in the docketing of cases filed; (3) it should also address delay in the entry of judgments attributable to the failure of parties to sign the return or file manifestations of receipt; (4) there should be a provision that raffle of cases should be done in chronological order, from the case with the lowest to the case with the highest docket number; (5) the raffle of cases should only be conducted once; the one raffle pending completion and another raffle for study and report of the case practice should be discarded. The attention of the Court of Appeals is called to section 12 of BP 129, under which, its internal rules are limited to the following: (a) constitution of the divisions; (b) assignment of appellate justices to the divisions; (c) distribution of cases; and (d) other matters pertaining to its operations.
