The Court further Resolved to DENY, for lack of merit, the
Motion for Leave of Court to Admit NCIA'S resolution dated
Acting on the Supplemental Position Paper dated 15 May 2003 filed by counsel for respondent Bigkis Pinoy Foundation, Inc. (BIGKIS) praying that the COMELEC's partial compliance report dated 27 July 2001 be set aside and declare that BIGKIS PINOY possesses all the qualifications and none of the disqualifications of an organization participating in the party list system, the Court further Resolved to DENY the aforesaid prayer, there being no substantial arguments presented to warrant the reversal of the questioned resolution arguments presented to warrant the reversal of the questioned resolution.
