Considering the Report of the Clerk of Court of the Second Division dated November 28, 2003, which recommended the consolidation of this case with G.R. No. 155605, entitled "Leca Realty Corp. vs. Republic of the Philippines," the Court hereby RESOLVES to so CONSOLIDATE this case with G.R. No. 155605.
