Acting on the Urgent Motion for Reconsideration of the decision of 23 July 2004, dated 16 August 2004 filed by counsel for private respondents, the Court Resolved to DENY WITH FINALITY the said motion for reconsideration, as no substantial arguments were presented to warrant the reversal of the questioned decision.
