"Due to the limited funds allocated for per diems and transportation expenses, this Office is faced with the problems of coping with the ever-increasing expenses for official travel of our guards and prisoners.

"In this connection, it is, therefore, requested that a Circular be issued to all Judges and Clerks of Court restraining them from issuing order holding the return of prisoners and their escort-guards to their place of confinement and station respectively, in instances where the hearings of the cases of these prisoners have been postponed and/or reset to later dates and which dates were spaced far apart."
