virtue of the
powers vested in me by the Constitution, I, FERDINAND E. MARCOS,
President
of the Philippines, do hereby amend Letter of Instructions No. 779
dated
December 6, 1978, entitled ""Allowances and Payments Made to National
Officials
by Local Government Units," by exempting Judges and Fiscals effective
immediately
from the provision of said Letter of Instructions prohibiting officials
or employees of the national government from receiving additional
compensation
from any province, city, municipality or barangay.
