MEMORANDUM
ORDER NO. 13-2006
COMMITTEE ON ZERO BACKLOG OF CASES.
WHEREAS, delay in the disposition of cases is a frequent complaint of litigants and the public in general;
WHEREAS, there is a need to reduce, if not totally eliminate, delay in the adjudication of cases in all levels;
WHEREAS, there is a need to study assiduously and recommend practical
and systematic ways and means to accelerate the deliberation and
expedite the adjudication of these pending cases and to implement these
measures to achieve as much as possible a zero backlog in the Supreme
Court and all the various courts;
NOW THEREFORE, a Committee on Zero Backlog is hereby created to study
the number of pending cases before the Supreme Court and to determine
how this problem can be addressed to ensure that cases will be decided
expeditiously within the reglementary period;
This Committee shall be composed of the following:

The Clerk of Court, Supreme Court
The Chief Attorney, Supreme Court
The Chief, Judicial Records Office, Supreme Court
The Committee may propose additional members as it may deem necessary
as well as appoint a Secretary and an Assistant Secretary to assist it
in the conduct of its duties; it may also formulate the necessary
guidelines in the performance of its functions.
The Chairperson, Members, Secretary and Assistant Secretary shall
receive the expense allowance prescribed in Administrative Circular No.
13-99 dated September 30, 1999.
