MEMORANDUM
ORDER NO. 15-2006
ALLOCATING
THE SUM OF TWENTY FIVE MILLION PESOS (P25M) FOR THE OPERATIONS AND
ACTIVITIES OF THE PHILIPPINE JUDICIAL ACADEMY (PHILJA) FOR CALENDAR
YEAR 2006.
WHEREAS, the Philippine Judicial Academy (PRIDA), the education arm of
the Supreme Court, continues to aggressively pursue the purposes, goals
and objectives set forth in its Charter, Republic Act No. 8557, and is
committed to do more in CY 2006 in the light of its role under the
Action Program for Judicial Refom1 (APJR) of the Supreme Court and the
expected increase in activities such as the pre~judicature program for
future judges and career enhancement program for magistrates and court
personnel;
WHEREAS, the amount ofTwenty~Five Million Pesos (P25M) was appropriated for the PHIDA for each of CY 2003, CY 2004, and CY 2005;
WHEREAS, the PHILJA has requested that its arumal allocation for CY
2006 be increased to Thirty-Five Million Pesos (P35M) to provide it
more leeway in conducting its various programs; and its request has
been referred by the Court en banc to the Fiscal Management and Budget
Office for conunent;
NOW, THEREFORE, pursuant to, and by virtue of, his authority to augment
certain items of the regular appropriations for the budget of the
Supreme Court and the lower courts ITom savings from some other items
therein, the Chief Justice hereby sets aside an initial TWENTY-FIVE
MILLION PESOS (P25M) to augment regular items for the operations and
activities of the PHILJA for CY 2006 under the applicable
Appropriations Act for said year, chargeable against the Fiscal
Autonomy Account for both the Supreme Court and the lower courts.
Any unexpended balance of this allocation shall remain as a continuing
allotment for PHIUA for its operations and activities for CY 2007.
The Clerk of Court of the Supreme Court, the Court Administrator, the
Chiefs of the Financial Management and Budget Office of the Supreme
Court and of the Financial Management Office of the Office of the Court
Administrator shall implement this Memorandum Order and coordinate for
the purpose with the Chancellor of the PHILJA.
This Memorandum Order shall take effect upon its ratification by the Court en banc.
