Sec. 146. Authorization of appropriations
There is authorized to be appropriated, out of any moneys in the
Treasury not otherwise appropriated, the sum of $50,000 per annum, to
enable the Secretary of Health and Human Services to carry out the
provisions of this subchapter.

Transfer of Functions

Secretary of Health, Education, and Welfare [now Health and Human
