Sec. 279c. Congressional authority necessary for acceptance of
new obligations in Organization
Unless Congress by law authorizes such action, neither the President
nor any person or agency shall on behalf of the United States accept any
amendment under paragraph 1 of article XX of the Constitution of the
Organization involving any new obligation for the United States.
