Sec. 3924. Uniform and consolidated administration of Service
The Secretary shall on a continuing basis consider the need for
uniformity of personnel policies and procedures and for consolidation
(in accordance with section 2695 of this title) of personnel functions
among agencies utilizing the Foreign Service personnel system. Where
feasible, the Secretary of State shall encourage (in consultation with
the other heads of such agencies) the development of uniform policies
and procedures and consolidated personnel functions.
