Sec. 2313a. Engineering and environmental innovations of
national significance
(a) Surveys, plans, and studies
To encourage innovative and environmentally sound engineering
solutions and innovative environmental solutions to problems of national
significance, the Secretary may undertake surveys, plans, and studies
and prepare reports that may lead to work under existing civil works
authorities or to recommendations for authorizations.
(b) Funding
(1) Authorization of appropriations
There is authorized to be appropriated to carry out this section
$1,000,000 for each of fiscal years 1997 through 2000.
(2) Funding from other sources
The Secretary may accept and expend additional funds from other
Federal agencies, States, or non-Federal entities for purposes of
carrying out this section.

Codification
Section was enacted as part of the Water Resources Development Act
of 1996, and not as part of the Water Resources Development Act of 1986
which comprises this chapter.
``Secretary'' Defined
Secretary means the Secretary of the Army, see section 2 of Pub. L.
104-303, set out as a note under section 2201 of this title.
