to superintendents of lighthouses and their salaries. The Bureau of
Lighthouses and its functions were transferred and consolidated with the
Coast Guard by Reorg. Plan No. II of 1939, Sec. 2(a), eff. July 1, 1939,
4 F.R. 2731, 53 Stat. 1432, set out in the Appendix to Title 5,
Government Organization and Employees.
