appropriations to ensure a sound financial transition for the Postal
Service.

Repeal effective Oct. 1, 1997, with special provisions relating to
payments for fiscal year 1998, see section 7003(c) of Pub. L. 105-33,
set out as an Effective Date of 1997 Amendment note under section 2003
of this title.
