Sec. 178j. Laws governing inventions under this subchapter

    Relative to the definitions of, title to, and licensing of 
inventions made or conceived in the course of or under any contract or 
grant pursuant to this subchapter, and notwithstanding any other 
provisions of law, the provisions of sections 5908 and 5909 of title 42 
shall govern.
