Section 501(c) of Pub. L. 95-501, which prohibited the use of the
designation of ``Assistant Secretary of Agriculture for International
Affairs and Commodity Programs'' after Oct. 21, 1978, was omitted in the
complete revision of Pub. L. 95-501 by Pub. L. 101-624, title XV,
Sec. 1531, Nov. 28, 1990, 104 Stat. 3668.
