Pursuant to the powers vested in it by the Constitution of the Republic of the Philippines, the Omnibus Election Code (B.P. Blg. 881) and other election laws, the Commission resolved to prescribe, as it hereby prescribes, the following calendar of activities and periods of prohibited acts for the May 14, 2001 national and local elections:chanroblesvirtuallawlibrary

DATE/PERIOD: November 15, 2000 (WED.)

ACTIVITIES: Last day to file petition for registration to participate under the party-list system.

PROHIBITED ACTS: None

DATE/PERIOD: Starting November 30, 2000 (THU.)

ACTIVITIES: Nomination of official candidates for Senators, Member of the House of Representatives, elective regional officials of the Autonomous Region in Muslim Mindanao (ARMM) elective provincial, city and municipal officials.

PROHIBITED ACTS: None

DATE/PERIOD: December 15, 2000 (FRI.) to December 30, 2000 (SAT.)

ACTIVITIES: Period for filing of certificates of candidacy for all elective positions

PROHIBITIED ACTS: None

DATE/PERIOD: December 15, 2000 (FRI.) to June 13, 2001 (WED.)

ACTIVITIES: ELECTION PERIOD

PROHIBITED ACTS: (1) Bearing, carrying or transporting of firearms/deadly weapons, including wearing of uniforms, Insignias, etc.; (2) Transfer of detail of officers and employees in the civil service, including public school teachers; (3) Organizing or maintaining reaction/strike forces or similar forces; (4) Use of security personnel or bodyguards by candidates, whether or not such bodyguards are regular members or officers of the PNP or AFP or other law enforcement agency; (5) Suspension of any elective regional, provincial, city municipal or barangay officials.

ACTIVITIES: Last day to file opposition/challenge to applicants for registration.

DATE/PERIOD: January 10, 2001 (WED.) and/or January 12, 2001 (FRI.)

ACTIVITIES: Last meeting/s of the ERB to approve or dis-approve applications for registration.

PROHIBITED ACTS: None

DATE/PERIOD: January 13, 2001 (SAT.)

ACTIVITIES: Last day to establish or create new precincts or alter territory of an election precinct.

PROHIBITED ACTS: None

DATE/PERIOD: January 14, 2001 (SUN.)

ACTIVITIES: (1) Last day for party, organization or coalition already registered with the manifestation of desire to participate in the party-list representatives; (2) Last day for submission of nominees for party-list system.

PROHIBITED ACTS: Establishment or creation of new precincts or alteration of territory of an election precinct.

ACTIVITES: Filing of petitions for inclusion of qualified voters in the List with the proper Municipal or Metropolitan Trial Courts for those whose applications for registration have been disapproved by the Board or whose names have been stricken out from the list.

ACTIVITIES: Campaign period for Senators and parties, organizations or coalitions participating under the party-list system.

PROHIBITED ACTS: None

DATE/PERIOD: February 13, 2001 (TUE.) to May 14, 2001 (MON.)

ACTIVITIES: None

PROHIBITED ACTS: Giving of Donation or gift in cash or in kind, etc.

DATE/PERIOD: March 15, 2001 (THU.)

ACTIVITIES: Last day for jail officials to post in three (3) conspicuous places the list of prisoners or detention prisoners under their care.

PROHIBITED ACTS: None

DATE/PERIOD: March 15, 2001 (THU.) to June 13, 2001 (WED.)

ACTIVITIES: None

PROHIBITED ACTS: Illegal release of prisoners.

DATE/PERIOD: March 15, 2001 (THU.) to March 29, 2001 (THU.)

ACTIVITIES: Notice of inspection and verification of completeness of the VRRs for each precinct compiled in the book of voters.

PROHIBITED ACTS: None

DATE/PERIOD: March 30, 2001 (FRI.) to April 14, 2001 (SAT.)

ACTIVITIES: Inspection, verification and sealing of books of voters.

PROHIBITED ACTS: None

DATE/PERIOD: March 30, 2001 (FRI.)

ACTIVITIES: Last day for heads of all reaction forces, strike forces or similar forces to submit to the Commission a complete list of all members thereof with such particulars as the Commission may require.

DATE/PERIOD: March 30, 2001 (FRI.) to May 13, 2001 (SUN.) (45-day period before the election)

PROHIBITED ACTS: (1)Appointment or hiring of new employees; (2) Creation or filing of new positions; (3) Promotions or giving of salary increases, remuneration or privilege: (4) Releases, disbursements or expenditures of public funds for public works and social services and development; (5) Construction of public works, delivery of materials for public works and issuance of treasury warrants and similar devices.

ACTIVITIES: Campaign period for Members of the House of Representatives and elective regional, provincial, city and municipal officials.

ACTIVITIES: (1) Last day to close and seal the book of voters; (2) Last day to furnish every registered voter with an official sample ballot, Voters Information Sheet (VIS) and list of all national, party-list candidates provincial and city candidates to be voted in the election.

DATE/PERIOD: May 12, 2001 (SAT.)

ACTIVITIES: Last day of campaigning for all positions.

PROHIBITED ACTS: None

DATE/PERIOD: May 13, 2001 (SUN.) EVE OF ELECTION DAY (12:01 A.M. of May 13, 2001 (SUN.) to 12:00 midnight of May 14, 2001 (MON.)

ACTIVITIES: None

PROHIBITED ACTS: (1) Campaigning; (2) Selling, furnishing, offering, buying, serving or taking intoxicating liquor; (3) Giving, accepting free transportation, food drinks and things of value.

DATE/PERIOD: May 14, 2001 (MON.)

ACTIVITIES: ELECTION DAY

PROHIBITED ACTS: (1) Campaigning; (2) Selling, furnishing, offering, buying, serving, or taking intoxicating liquor; (3) Giving, accepting free transportation, food, drinks and things of value; (4) Voting more than once or in substitution of another; (5) Holding of fairs, cockfights, boxing, horse races or similar sports; (6) Opening of booths or stalls for the sale, etc., of merchandise, refreshments, within thirty (30) meters radius from polling place.

DATE/PERIOD: May 14, 2001 (MON.) (7:00 A.M. TO 3:00 P.M.)

ACTIVITIES: CASTING OF VOTES

PROHIBITED ACTS: None

DATE/PERIOD: May 14, 2001 (MON.) (6:00 P.M.)

ACTIVITIES: Convening of City, Municipal, Provincial and Regional Boards of Canvassers.

PROHIBITED ACTS: None

DATE/PERIOD: May 19, 2001 (SAT.) (10:00 A.M.)

ACTIVITIES: Convening of the Commission En Banc sitting as the National Board of Canvassers for Senators.

PROHIBITED ACTS: None

DATE/PERIOD: May 15, 2001 (TUES.) to June 13, 2001 (WED.)

ACTIVITIES: Filing of sworn statements of election contributions and expenditures.

PROHIBITED ACTS: None

This Resolution shall take effect on the seventh (7th) day following its publication in two (2) daily newspapers of general circulation in the Philippines.

The Director, Education and Information Department, this Commission, shall cause the Immediate publication of this resolution publication of this in two (2) daily newspapers of general circulation in the Philippines and shall furnish copies thereof to all heads of registered national political parties, Regional Election Directors, Provincial Election Supervisors, Election Officers and all Departments, Bureaus, Officers and all Agencies deputized by the Commission.

Let the Executive Directors coordinate the implementation of this Resolution.
