This pertains to the recommendation by the Senior Staff and several field officials during the series of conferences and meetings held on December 15, 2000 and February 22-23, 2001, to hold in abeyance the implementation of the Modernization Projects of the Commission like the ACCORS, VRIS and Precinct Mapping due to lack of funds, time constraint and considering the proximity of the May 14, 2001, elections. In view thereof, the Commission resolved, as it hereby resolves, to hold in abeyance the implementation of the Modernization Projects of the Commission particularly the ACCORS, the VRIS and the Precinct Mapping until after May 14, 2001 elections. Henceforth, no expenditures shall be authorized in connection therewith. Likewise, all expenses incurred by the Commission shall not be processed without a proper resolution of the Commission. Further, for purposes of monitoring all expenditures of the Commission the same shall pass thru the Office of the Chairman for clearance. Any Resolution, Orders, and Directives inconsistent hereto shall be deemed ineffective. Let the Finance Services Department strictly implement this Resolution. SO ORDERED.
