WHEREAS,
the present strength of the population program of the Government owes a
great deal to the involvement and participation of the private sector;
and
WHEREAS, there is a necessity to give the private sector representation
in the formulation of vital policies connected with the program;chanroblesvirtualawlibrary
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines,
by virtue of the powers in me vested by the Constitution as
Commander-in-Chief of all the Armed Forces of the Philippines, and
pursuant to Proclamation No. 1081 dated September 21, 1972, and General
Order No. 1 dated September 22, 1972, do hereby amend Section 6 of
Presidential Decree No. 79 dated December 8, 1972, entitled "Revising
the Population Act of Nineteen hundred and seventy-one," to read as
follows:cralaw:red
"Sec. 8. Board of Commissioners. — All functions and
powers of the POPCOM shall be vested in, and exercised by, a Board of
Commissioners hereinafter referred to as the Board, composed of:
Secretary of Education and Culture, Secretary of Health, Secretary of
Social Welfare, Dean of the University of the Philippines Population
Institute, Director-General of the National Economic and Development
Authority and four other members from the private sector to be
appointed by the President based on competence, long standing interest
and experience in population control studies and programs and related
sciences, each of such members to serve for a term of three years from
the date of appointment."
This Decree is hereby made part of the law of the land and shall take
effect immediately.
