excessively high tariff rates encourage inefficient domestic

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines,
by virtue of the powers vested in me by the Constitution, do hereby

Section 1. Tariff Heading No. 10.05 of Chapter 10 and
Nos. 27.01 and 27.04 of Chapter 27 of Presidential Decree NO. 1464, as
