CAPITAL DEVELOPMENT, SYNCHRONIZING THE SAME WITH PREVIOUS PUBLIC WORK

WHEREAS,
Presidential Decree No. 3, appropriating funds for Public Works
involving rehabilitation and capital development, synchronizing the
same with previous Public Works appropriations, was adopted on
September 26, 1972, for the rehabilitation and reconstruction of
damaged infrastructure facilities due to the recent calamities so as to
bring about normality in the economic and social activities of the

WHEREAS, in addition to rehabilitation and reconstruction, development
efforts must be carried on with even greater emphasis to avoid economic
stagnation, the implementation and undertaking of which would also
require the availment of financial assistance preferred by
international lending institutions and other governments;chanroblesvirtualawlibrary
WHEREAS, the amount of P75,700,000.00 is allocated for Irrigation under
Annex I, Item D, distributed among the various irrigation projects or
systems, in specified sums, which distribution does not realistically
jibe with the actual fund requirements of such projects or system, nor
is responsive to current development plans of the government, and of
which only P7,000,000.00 is earmarked for other unspecified projects,
thereby giving insufficient flexibility for the allocation of funds for
more urgent but unfunded or underfunded projects or systems;chanroblesvirtualawlibrary
WHEREAS, in order to attain a more realistic allocation of funds for
the specified irrigation projects or systems and a greater flexibility
in the allocation of funds for unlisted yet urgent irrigation projects,
there is a need of amending Presidential Decree No. 3;chanroblesvirtualawlibrary
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines,
by virtue of the powers in me vested by the Constitution as
Commander-in-Chief of all the Armed Forces of the Philippines, and
pursuant to Proclamation No. 1081, dated September 21, 1972, and
General Order No. 1, dated September 22, 1972, as amended, and for a
greater flexibility in the allocation of funds for more urgent
irrigation projects, do hereby amended Section I, Annex I-D, of
Presidential Decree No. 3, dated September 26, 1972, to read as

Section 1. Rehabilitation and Reconstruction from
General Revenue and/or Loans. — For the purpose of implementing the
program of rehabilitation and reconstruction, the following sums, or so
much thereof as may be necessary, are hereby appropriated, out of the
general funds in the National Treasury not otherwise appropriated
and/or from proceeds of local and/or foreign loans, for the
rehabilitation and reconstruction of the projects summarized hereunder
