AMENDING PARAGRAPH 7, AFP SPECIAL PROVISIONS, PRESIDENTIAL DECREE NO.
233, GENERAL APPROPRIATIONS, FISCAL YEAR 1973-1974 AND REPEALING
GENERAL ORDER NO. 14, DATED OCTOBER 3, 1972, SO AS TO AUTHORIZE AND
PRESCRIBE A DAILY SUBSISTENCE ALLOWANCE OF NOT LESS THAN SIX PESOS
(P6.00) FOR ALL OFFICERS AND ENLISTED PERSONNEL OF THE ARMED FORCES OF
THE PHILIPPINES INCLUDING CADETS AND TRAINEES WHILE ON TRAINING

WHEREAS,
the basic subsistence allowance for each officer and enlisted personnel
as provided for in paragraph 7, Armed Forces of the Philippines,
Special Provisions, Presidential Decree No. 233, General Appropriation
FY 73-74, shall be Five Pesos(P5.00); chanroblesvirtualawlibrary
WHEREAS, General Order No. 14, dated October 3, 1972 was adopted
authorizing an additional daily subsistence allowance for all enlisted
personnel of the Armed Forces of the Philippines and trainees
undergoing military training pursuant to Republic Act No. 4091,
who are attached to a regular unit of the Armed Forces of the
Philippines engaged in combat operations;chanroblesvirtualawlibrary
WHEREAS, the basic daily subsistence allowance currently authorized to
each officer and enlisted personnel, including cadets and trainees is
not adequate to meet the prevailing cost of prime commodities; chanroblesvirtualawlibrary
WHEREAS, it is necessary to provide nutrition for the officers and men
of the Armed Forces of the Philippines in order to keep and maintain at
high level their physical fitness and efficiency in carrying a great
share of the grave burden of suppressing the activities of a group of
men actively engaged in a criminal conspiracy to seize political and
state power in the Philippines, and or eradicating lawlessness,
anarchy, disorder and wanton destruction of lives and property in the

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines,
by virtue of the powers vested in me by the Constitution as
Commander-in-Chief of the Armed Forces of the Philippines, and pursuant
to Proclamation No. 1081, dated September 21, 1972, General Order No.
1, dated September 22, 1972 and Proclamation No. 1104, dated January
17, 1973, do hereby authorize and prescribe the basic daily subsistence
allowance of not less than Six Pesos (P6.00) for each officer and
enlisted personnel of the Armed Forces of the Philippines; Provided,
that Cadets of the PMA and PAFFS; trainees undergoing military training
pursuant to Republic Act No. 4091; Probationary Second
Lieutenants/Ensigns, ROTC Cadets on Summer Camp Training, reserve
officers and enlisted reservists undergoing training or
assembly/mobilization tests shall be entitled to the same basic daily
subsistence allowance authorized to members of the Regular Force while
on such training. Provided, further, that additional subsistence
allowance shall be paid to officers, enlisted personnel, Probationary
Second Lieutenants/ensigns, draftees and trainees on duty at AFP Long
Lines relay sites,r Defense Alert Centers,r Rescue Alert Centers,
Military Sealift and Terminal Command and other alert centers, isolated
stations/sites/areas where personnel are on twenty-four hour alert
status, that may be declared by the Chief of Staff, AFP at rates not to
exceed P1.00 per day, and to PN officers, Probationary Ensigns, and
enlisted personnel when on sea duty at the rates of P2.00 per day for
officers, P1.00 per day for enlisted personnel, draftees and 20-year

This Decree shall take effect as of January 1, 1974.
All provisions of existing laws and decrees in conflict with this
Decree are hereby repealed.

this 28th day of February in the year of Our Lord, nineteen hundred and
seventy-four.
