REPUBLIC ACT NO. 3059 - AN ACT
APPROPRIATING THE SUM OF THIRTY THOUSAND PESOS FOR THE UPKEEP AND
MAINTENANCE OF THE CLARO M. RECTO LIBRARY AND MUSEUM IN HIS RESIDENCE
AT LEVERIZA STREET IN PASAY CITY |
WHEREAS, the demise of Don Claro M. Recto,
the paladin of modern Filipino nationalism, the Great Dissenter, an
uncompromising patriot and statesman, and a towering figure in law and
in letters, has created a vast vacuum which, presently, hardly anyone
in our generation can fill; WHEREAS, to help fill the aforesaid vast vacuum by encouraging talented people to follow the footsteps of Don Claro and to honor and perpetuate his name and memory, Doña Aurora R. Recto, his surviving spouse, together with all his heirs, in philanthropic act, has agreed to donate to the "Claro M. Recto Memorial Foundation, Inc.," a private non-stock, non-profit corporation dedicated to the perpetuation of the ideas and ideals of the late Senator, the Recto Residence situated in Leveriza Street, Pasay City, together with his library and other memorabilias to be known as the "Recto Library and Museum"; WHEREAS, the aforementioned valuable donation would certainly ignite the hearts and minds of the present and future generations to emulate Don Claro's exemplary life and fruitful labors to his country and people: Now, therefore, Section 1. The sum of thirty thousand pesos is hereby appropriated, out of any funds in the National Treasury not otherwise appropriated, to be used by the "Claro M. Recto Memorial Foundation, Inc." for the upkeep and maintenance of the "Recto Library and Museum" for the fiscal year ending June thirty, nineteen hundred sixty-two. hereafter, the necessary sum for its upkeep and maintenance shall be included in the annual General Appropriation Acts. Sec. 2. This Act shall take effect upon its
