REPUBLIC ACT NO. 3272 - AN ACT
CONVERTING THE PRESENT ZAMBOANGA NORMAL SCHOOL INTO THE ZAMBOANGA
NORMAL COLLEGE Section 1. The present Zamboanga Normal School located in Zamboanga City, Philippines, is hereby converted into Zamboanga Normal College offering a four-year and a five-year course leading to the degrees of Bachelor of Science in Elementary Education and Master of Arts in Education, respectively. Sec. 2. The purpose of said College shall be to provide professional and technical instruction in the field of elementary education for the Mindanao region with special provisions for the non-Christian tribes inhabiting therein. Sec. 3. The head of this institution shall be known as the President of the Zamboanga Normal College. He shall be appointed by the President of the Philippines upon the recommendation of the Board of Trustees. The powers and duties of the President of the Zamboanga Normal College, in addition to those specifically provided for in this Act, shall be those usually pertaining to the office of a college. Sec. 4. The Zamboanga Normal College shall have the
general power set out in Section thirteen of Act Numbered Fourteen
hundred and fifty-nine, as amended, and the government and
administration of said College and the exercise of its corporate powers
are hereby vested exclusive in the Board of Trustees and in the
President of the College in so far as authorized by said Board. The
Board of Trustees shall be composed of the Secretary of Education who
shall be ex officio Chairman of the Board, the Chairman of the
Committee on Education of the Senate, the Chairman of the Committee on
Education of the House of Representatives, the Director of Public
Schools, the President of the College, and the President of the
Zamboanga Normal School Alumni Association. In the absence or inability
of the Secretary of Education, or in the event that there is no
incumbent Secretary of Education, the Undersecretary of Education shall
act as the ex officio Chairman of the Board of Trustees. When both the
Secretary and the Undersecretary of Education are unable to exercise
the powers of the Chairman of the Board of Trustees, the members of the
Board may elect from among themselves a temporary chairman who shall
act as Chairman of the Board of Trustees. t Sec. 5. The Board of Trustees shall exercise for the
Zamboanga Normal College all the powers of a corporation as provided in
Section thirteen of Act Numbered Fourteen hundred and fifty-nine, as
amended. In addition to its general powers of administration it shall
also have the following powers and duties: Sec. 6. A quorum of the Board of Trustees shall consist of a majority of all its members. Sec. 7. On or before the fifteenth of June of each year, the Board of Trustees shall file with the President of the Philippines a detailed report, setting forth the progress, conditions, and needs of the College. Sec. 8. There shall be a College Council consisting of the President of the College and of all instructors and professors of the College. The Council shall have the power to prescribe the curricula and rules of discipline, subject to approval of the Board of Trustees. It shall fix the requirements for admission to the College, as well as for graduation and the receiving of a degree. The Council alone shall have the power to recommend students or others to be the recipients of degrees. Through its president or committee it shall have disciplinary power over the students within limits prescribed by the rules of discipline approved by the Board of Trustees. Sec. 9. The body of instructors and professors shall constitute the faculty of the College, with the President of the College as the presiding officer. In the appointment of professors or instructors of the College, no religious test shall be applied. t Sec. 10. Professors and other regular instructors of the College shall be exempt as such from any civil service examination or regulation as a requisite to appointment. Sec. 11. The Treasurer of the Philippines shall be ex officio Treasurer of the College and all accounts and expenses shall be audited by the Auditor General or his duly authorized representative. Sec. 12. The registrar, in addition to his regular duties, shall act as the Secretary of the College. He shall also be the Secretary of the Board of Trustees and shall keep records of the College as may be designated by the Board. Sec. 13. The President of the College, with the cooperation of the City Division Superintendents of Zamboanga City and Basilan City as well as with other Division Superintendents of the region, may use one or more of their elementary school as training or laboratory schools for student teaching. Sec. 14. In order not to interrupt the smooth functioning of the present curriculum of the Zamboanga Normal School, the faculty, as well as all the other personnel, shall be absorbed by the new College. Salaries of these personnel shall be adjusted at the discretion of the Board of Trustees within the amount available for appropriation. Sec. 15. In order to carry out the purposes of this Act, the sum of three hundred fifty thousand pesos is hereby authorized to be appropriated from any funds in the National Treasury not otherwise appropriated. Sec. 16. This Act shall take effect upon its approval. Approved: June 17, 1961. |
