Section 1.    The Dingras Provincial High School in the Municipality of Dingras, Province of Ilocos Norte, is hereby converted into a national agricultural school and shall be known as Dingras National Agricultural School. The Director of Public Schools shall promulgate, subject to the approval of the secretary of education, such rules and regulations to carry out the purposes of this Act.

Sec. 2.    The sum of two hundred thousand pesos is hereby authorized to be appropriated, out of any funds in the National Treasury not otherwise appropriated, for the conversion, operation and maintenance of the said school for the fiscal year beginning nineteen hundred sixty-four. In subsequent years, the yearly General Appropriation Acts shall provide for its operation and maintenance. 

Sec. 3.    This Act shall take effect upon its approval.
