REPUBLIC ACT NO. 4694 - AN ACT
AUTHORIZING THE PRESIDENT OF THE REPUBLIC OF THE PHILIPPINES TO SELL
PORTIONS OF THE PRIVATE DOMAIN OF THE NATIONAL GOVERNMENT TO THE
VISAYAS-MINDANAO CONFEDERATION OF TRADE UNIONS
Section 1. The President of the Republic of the Philippines
is hereby authorized to sell to the Visayas-Mindanao Confederation of
Trade Unions for the nominal price of one pesos (P1.00) portions of the
private domain of the National Government which are parts of the area
reserved under Presidential Proclamation No. 122, s-1955, as amended by
Presidential Proclamation No. 378 and further amended on February 21,
1964, by Presidential Proclamation No. 208, and of Block No. 6,
Reclamation Area No. 4, with a total area of Four Thousand five hundred
sixty-one (4,561) square meters, more or less, situated at the
Waterfront, Cebu City, and technically described by the Bureau of Lands
as follows:
Portion of Old Reclaimed Area
"A parcel of land (portion of old reclaimed area) situated in the City
of Cebu, Island of Cebu. Bounded on the North, along line 2-3, by the
proposed building site for Cebu Department of Agriculture and Natural
Resources (a portion of the old reclaimed area); on the Southeast,
along line 3-4, by Quezon Boulevard; and on the West and Northwest,
along lines 4-1-2, by Lot 1 of Miscellaneous Sales Application (New) of
the Visayas-Mindanao Confederation of Trade Unions. Beginning at a
point marked '1' on plan, being N. 89 deg. 37' E., 307.55 m. from
B.L.L.M. No. 1, Cebu Cad.,

"Lot No. 1, a parcel of land (a portion of Lot No. 544, Cebu Cadastre),
situated in the City of Cebu, Island of Cebu. Bounded on the North,
along line 7-8, by the proposed building site for Cebu Department of
Agriculture and Natural Resources; on the East, along lines 8-1-2, by
the lot applied under Reclaimed Land Lease Application (New) of the
VIMCONTU and along line 2-3, by the Quezon Boulevard; on the South,
along line 3-4, by a portion of Lot 544, Cebu Cadastre; on the
Southwest, along line 4-5, by a portion of lot 544, Cebu Cadastre
applied for under MSA-V-81066 of Fermina A. Lopez; on the West, along
line- 5-6, by lot 2 of the MSA-(New) of VIMCONTU; on the Northwest,
along line 6-7, by the lot reserved for the Central Bank of the
Philippines under Proclamation No. 223 dated March 25, 1964. Beginning

on the South along 2-3, by a portion of lot 5202 Cebu Cadastre applied
for under MSA-V-81066 of Fermina A. Lopez; and on the Northwest, along
line 3-1, by the Central Bank of the Philippines reserved under
Proclamation No. 223 dated March 25, 1964. Beginning at a point marked
'1' on plan, being S. 85 deg. 20' E., 241.58 m. from B.L.L.M. No. 1,
Cebu Cadastre.

"A parcel of land (portion of Reclamation Area No. 4, Block VI),
situated in the City of Cebu, Island of Cebu. Bounded on the Southwest,
along line 1-2, by a portion of Reclaimed Area No. 4, Block VI applied
under RLLAV — 21 of Pomposa de Ybañez; on the Northwest, along
line 2-3, by a portion of Reclaimed Area No. 4, Block VI, applied under
RLLA-V-115 of Dolores Ylanan; on the Northwest, along line 3-4, by a
portion of Reclaimed Area No. 4, Block VI, applied under RLLA —
(Unnumbered) of Tereso Dumon; and on the Southeast, along line 4-1, by
Quezon Boulevard. Beginning at a point marked '1' on plan being N. 72
deg. 19' E., 413.91 m. from B.L.L.M. No. 1, Cebu Cadastre,
thence N. 59 deg. 23' W., 27.42 m. to point 2;
thence N. 29 deg. 18' E., 20.96 m. to point 3;
thence S. 61 deg. 58' E., 28.11 m. to point 4;
thence S. 31 deg. 04' W., 22.23 m. to point of
beginning; containing an area of Five hundred Ninety-nine (599) square
meters, more or less. All points referred to are indicated on the plan
and marked on the ground; bearings true; date of survey, November 2 and
10, 1965."
Sec. 2. This conveyance is made for the exclusive
purpose of enabling the Visayas-Mindanao Confederation of Trade Unions
or any subsidiary under its control to achieve its aims and purposes in
promoting the welfare of its members and the working people in general.
Sec. 3. The title of the land conveyed by this Act
shall not be transferred by the said organization to another person
without previous authorization by the President of the Republic of the
Philippines.
Sec. 4. In case the Visayas-Mindanao Confederation
of Trade Unions is dissolved, or ceases to exist, or for any reason no
longer needs the land, or the land is used for purposes other than
using it as the site for their Regional Headquarters, the said land
shall automatically revert to the National Government together with all
the improvements introduced thereon without any compensation.
Sec. 5. This Act shall take effect upon its
approval.
