SEPARATE OPINION
VITUG, J.:
I concur, with the understanding as so explained during the deliberations, that the halal certification, which herein petitioner and other similar organizations have been accredited to issue, is not taken as a compulsory requirement for muslim food manufacturers to secure. Adequate safeguards being already in place to ensure the safety of all food products, food manufacturers would thus have the option, decided solely on the basis of marketing advantage, whether or not to obtain the certification on their food products. In fine, the acquisition of halal certificates should remain optional or only on a voluntary basis on the part of manufacturers of muslim food products.
