Considering the administrative complaint against respondent for gross ignorance of the law, gross misconduct and partiality relative to Election Protest No. 97-2, and the letter of respondent judge requesting the release of his benefits since he has retired from the service, the Court RESOLVES, as recommended by the Court Administrator in his Report dated 25 February 1999, to DISMISS the administrative complaint for being moot and academic, as the same was filed after the retirement of respondent.
