The urgent motion for petitioner dated 2 July 1999 for issuance of a temporary restraining order and/or writ of preliminary injunction is noted is NOTED WITHOUT ACTION, petitioner's petition for relief from judgment, treated as a second motion for reconsideration of the resolution of 18 November 1998 which dismissed the petition for certiorari, having been denied in the resolution of 21 June 1999 pursuant to Section 2, Rule 52 in relation to Section 2, Rule 56 of the 1997 Rules of Civil Procedure, as amended, and petitioner' first motion for reconsideration of the said resolution of 18 November 1998 having been denied with finality in the resolution of 22 February 1999 for lack of compelling reason to warrant the reconsideration sought.
