The Court NOTES the manifestation and motion of petitioners dated December 17, 1998 adopting the petition for review on certiorari as their reply to respondents' comment on the petition, and RESOLVES to DENY the petition for non-compliance with the resolution of July 29, 1998 requiring petitioners to file their reply to aforesaid comment.
