Acting on the motion of petitioners for reconsideration of the resolution of November 11, 1998 which dismissed the petition for certiorari for lack of a written explanation for the non-personal service of copies of the petition on respondents, verification of the petition and verified statement of material dates, the Court RESOLVES to DENY the same with FINALITY, no compelling reason having been adduced to warrant the reconsideration sought.
