Acting on the special civil action for certiorari, the Court Resolved to DISMISS the petition for being filed late, as the motion for extension of time to file the petition was denied in the resolution of 23 March 1999.

The motion for reconsideration of the resolution of 23 March 1999, dated 28 April 1999, is DENIED for lack of merit." Puno, J., is abroad on official business and Panganiban, J., is on leave.
