Gentlemen:

Quoted hereunder, for your information, is a resolution of this Court dated SEPT 13 1999.

G.R. No. 121038 (Teotimo Eduarte vs. Court of Appeals, et al.)

Following the mandate implicit in Article VIII, Section 15 and Article XVIII, Section 12 of the constitution that all cases pending with the courts must be resolved with the least possible delay, the Court in an En Banc resolution dated April 7, 1988 reiterated its "Resolution Adopting Policy and Procedural Guidelines for the Supreme Court on the implementation of Section 12, Article XVIII of the 1987 Constitution, dated January 28, 1988." In paragraph 5 thereof, the Court formally laid down the general policy that "no motion for extension of time to file a motion for reconsideration shall be granted after the Court has rendered its judgement." On the basis of the foregoing and for lack of merit, the Court RESOLVES to DENY the motion of respondents for extension of fifteen (15) days from 21 August 1999 within which to file a motion for reconsideration of the decision dated 22 July 1999.

Acting on the motion of respondents for reconsideration of the aforesaid decision, the Court further RESOLVES to DENY the motion with FINALITY for failure to adduce substantial argument to warrant the reconsideration sought.

The motion of the Law Firm of Ross B. Bautista to withdraw as counsel for respondents, with the conformity of Yolanda Belda Sirad, and with request that copies of all court processes be forwarded to respondents' addressed is NOTED and GRANTED.
