Petitioners' reply to respondent's comment on their motion for consolidation of this case with G.R. No. 137011 is NOTED.

Acting on the aforesaid motion of petitioners for consolidation of this case with G.R. No. 137011, the Court RESOLVES to DENY the motion for being moot since G.R. No. 137011 had been dismissed in the resolution of 17 March 1999.
