Acting on the motion of petitioner for reconsideration of the resolution of 16 June 1999 which denied the petition for review on certiorari for lack of written explanation for the non-personal service of copy of the petition on the Court of Appeals, the Court RESOLVES to DENY the motion with FINALITY, no compelling reason having been adduced to warrant the reconsideration sought.
