The copy of the resolution of 26 May 1999 addressed to Atty. Douglas Santiago, counsel for private respondents, at Room 505, Don Lorenzo Bldg., Morayta St., Sampaloc, Manila, which was returned to this Court unserved with notation "Returned to Sender- Unclaimed," is deemed SERVED on Atty. Santiago by substituted service pursuant to Section 8, Rule 13 of the 1997 Rules of Civil Procedure, as amended, pending filing of respondents' comment on the petition for review on certiorari as required in the resolution of 26 July 1999.
