Gentlemen:
Quoted hereunder, for your information, is a resolution of this Court dated FEB 29 2000.
G.R. No. 141803(Roberto Verzola, et at. vs. Secretary Edgardo Angara, et at.)
After due deliberation on the petition, the Court Resolved to DISMISS it for
(a) failure of petitioners to accompany the petition with a clearly legible duplicate original copies or properly certified true copies of the assailed resolutions (minutes) of the National Committee on Biosafety of the Philippines (NCBP) of 25 August 1999 and of 15 December 1999, in violation of Section 1, Rule 65 and Sec. 2, Rule 56 in relation to Sec. 3, Rule 46, 1997 Rules of Civil Procedure;
(b) prematurity, insofar as the Import Permit is concerned, as no motion for reconsideration appears to have been validly filed with the NCBP;
(c) failure to exhaust administrative remedies; and
(d) violation of the rule on hierarchy of courts; and absence of showing of any special and important reason to justify the disregard thereof.
