Quoted hereunder, for your information, is a resolution of this Court dated NOV 15 2000.

G.R. Nos. 89366-67 (Mariano T. Regalado et al. vs. RTC, NCR, Quezon City, et al.)
Before us is a motion for reconsideration filed by petitioners heirs of Eulalio Ragua alleging that they have compiled with the requirements of Republic Act No. 26 to justify the reconstitution of OCT No. 632 and that the evidence they presented are sufficient to prove the authenticity of the reconstituted title.
The motion for reconsideration, however, is but a rehash of the argument that was presented to the Court of Appeals and thus had been passed upon by the Court in its decision which is now the subject of the motion for reconsideration. There are no new evidence or matters raised that would warrant a reconsideration of the decision.
The motion for reconsideration did not adduce evidence to prove that there was publication of the petition for reconstitution in the Official Gazette, all they gave was the "Document Report" allegedly prepared by Rev. Fr. Joseh R. Ragua.
"The reconstitution of a title in the context of R.A. 26 denotes the restoration in the original form and condition of a lost or destroyed instrument attesting to the title of a person to a piece of land. x x x Among the conditions explicitly required by law is publication of the petition twice in successive issues of the Official Gazette. x x x This directive is mandatory; indeed its compliance is held to be jurisdictional." 1 Republic v. ACCORDINGLY, the motion for reconsideration is hereby DENIED, for lack of merit.
