Gentlemen:
Quoted hereunder, for your information, is a resolution of this Court dated DEC 4 2001.
A.M. No. 01-8-04-SC (Re: Issuance of Notarial Commissions to Non-Lawyer Applicants.)
The Court Resolved to:
(a) NOTE the Memorandum dated 23 October 2001 of Associate Justice Jose C. Vitug, Chairman, Committee on Legal Education and Bar Matters, by way of compliance with the resolution of 21 August 2001; and
(b) DECLARE that non-lawyers should not be issued notarial commissions except in rural areas where there are no lawyers in the locality and the IBP would have first been consulted and itself believes on the necessity for such an appointment."Buena, J., abroad on official business.
