Bureau Chief Procurement Officer (BCPO) means the senior acquisition person at each bureau's headquarters. Within the Internal Revenue Service, this may be the Director, Procurement or the Deputy Director, Procurement. Legal counsel means the Treasury or bureau office providing legal services to the contracting activity. Senior Procurement Executive (SPE) for the Department of the Treasury is the Director, Office of the Procurement Executive.
