§ 102a. — Withdrawal of unexpended balances of appropriations.

Sec. 102a. Withdrawal of unexpended balances of appropriations
Notwithstanding the provisions of any other law, the unexpended
balances of appropriations for the fiscal year 1955 and succeeding
fiscal years which are subject to disbursement by the Secretary of the
Senate or the Chief Administrative Officer of the House of
Representatives shall be withdrawn as of June 30 of the second fiscal
year following the year for which provided, except that the unexpended
balances of such appropriations for the period commencing on July 1,
1976, and ending on September 30, 1976, and for each fiscal year
beginning on or after October 1, 1976, shall be withdrawn as of
September 30 of the second fiscal year following the period or year for
which provided. Unpaid obligations chargeable to any of the balances so
withdrawn or appropriations for prior years shall be liquidated from any
appropriations for the same general purpose, which, at the time of
payment, are available for disbursement.

Amendments
1996--Pub. L. 104-186 substituted ``Chief Administrative Officer''
for ``Clerk''.
1976--Pub. L. 94-303 provided that unexpended balances for period
commencing July 1, 1976, and ending Sept. 30, 1976, and for each fiscal
year beginning on or after Oct. 1, 1976, be withdrawn as of Sept. 30 of
second fiscal year following period or year for which provided.
